The forefathers wrote the Constitution to be a living document
to evolve over time as things change in the society. I suspect the forefathers couldn't even invision how our society would look today especially when considering the advancement made by mankind (some of which may be taken for granted at times). The advancements also mean that society may be faced with new and maybe more complex issues than what our forefathers had to deal with during their time. Even if the forefathers had written in some guidelines/rules to prevent the federal government from shutting down, it doesn't society couldn't amend the Constitution at a later date to remove those guidelines/rules (see the 21st Amendment).
