Depends on the number of elite teams in the league.

The Champions League has become the most coveted trophy in Europe even if it isn't the best measure to determine the best club. Some clubs are taking domestic titles as guarantees and need a CL trophy to validate an excellent season.

The Bundesliga (and French Ligue 1) is a joke with Bayern using every German club as a AAA league. 2nd tier clubs like Dortmund or Schalke can put together a legit contender for a 1-2 period before their talent is plucked by Bayern or another European elite. PSG is even more dominating in their league, so their hierarchy and fan base have become accustomed to annual domestic titles and quest for the Champions League.

The EPL is in a great spot in terms of legit contenders. The two Manchester clubs and Chelsea have the resources to compete annually. Squads like Liverpool, Tottenham and Arsenal can't compete annually but can put a project together where they could mount a legit title challenge every 3 years. Throw in Leicester's miracle run, and EPL is far and away the most interesting league.

Barca and Madrid each other. Atleti and Valencia (if they can get their finances in order) should contend every 3-4 years. Barca and Madrid's excellence will decline slightly with the eventual departures of Messi and Ronaldo.
