These PODS would work

Pod 1 - BC, Syracuse, Miami, and Notre Dame
Pod 2 - WVU, Pitt, VT, and UVA
Pod 3 - 4 NC schools
Pod 4 - Clemson, GT, FSU, and Louisville

And given the frequent rotation to play each other POD once every 3 years, everyone would have more frequent games.

Rivalry Games that don't fit neatly into a POD would be established as permanent rivalries. There would be 7 division games every year and 1 non-division. The rivalries would be division some years and non-division others. I can think of UVA-UNC, Miami- FSU, Clemson-NC State, Syracuse-Pitt, GT-Duke, etc. These would always occur.
