Maybe they are approaching it from a PR angle (which is based on fear)


It is better to do something, even if it violates his rights, to show the public it is being proactive in terrorism prevention than to do nothing and risk getting caught with their fly down when someone commits an act of terror. I am not sure that is the right approach to take. Then again, maybe the police are aware of acts of terror that were committed by people who had no "warning signs" prior to the act of terrorism.
