No crime=all you can do is watch and wait. Some of his behavior trips red flags, but it could have been handled with an interview and counseling session rather than surveillance and unwarranted arrest. Nothing the kid did was illegal or even a violation of VT rules (as I understand them), he is gunna be rich.
