For recruiting purposes and reduce the level of competition in the state
In terms of recruiting, the state of MD is not as valuable as the state of FL. 1 reason the ACC opted to go with the zipper model for the divisions is because the "northern" ACC schools wanted to maintain access to the valuable recruiting grounds of the SE US (i.e. SC, GA, and FL). While it doesn't make sense to add 2 more FL schools because the the TV model, which may be changing as we speak, doesn't support it. It does make sense from a recruiting standpoint.
Also, the ACC could ensure that the SEC would be the only P5 competition in the state since the Big Ten, Big XII, and Pac-12 would not have members from the state of FL. As long as UCF and USF remain available, then there is always the possibility that the Big XII could change its mind and decide to add them. When that happens it will give the other Big XII members better access to recruits from FL which will only increase the level of competition for majority of the ACC schools (including VT). Whereas, if UCF and USF are off the table, then you can pretty much conclude that the Big XII will never expand into FL because the conference will have no interest in FAU, FIU, Stetson, or Jacksonville (aka the only other DI schools in the state that sponsor football).
I am not suggesting that any of the reasons I have suggested is good enough for the ACC to pull the trigger. Honestly, if the ACC doesn't pull the trigger, then I would be fine with it too. However, the ACC better be sure it has no "regerts" (yes I did it on purpose) if the Big XII decides to expand into the state.
