Gov Cuomo is very concerned about wealthy New Yorkers who employ many other New Yorkers leaving the state because those wealthy folks will be paying far higher taxes.

Again - there is a TON of misinformation out there about the tax cut. It WAS and IS a massive corporate tax cut in an effort to keep companies from outsourcing as well as moving offshore. Hence the 'and Jobs' part of the Tax Cut and Jobs Act. And yes, the wealthy will benefit from that. However, focusing PURELY on the taxes, the wealthy will pay far more and the lower and middle class will pay slightly less. The whole '80% of the benefits go to the wealthy' was based purely on the corporate tax cuts and those benefits will be seen by anyone who owns stock in companies that can grow as a result.
