Sure, CO2 is measured in ppm, but that is (i) a huge & (ii) rapid increase


First, the fact that CO2 is measured in ppm doesn't mean at all that it is insignificant.

Are you OK drinking water with "only" 0.1 ppm of arsenic? Arsenic is natural after all (0.1 ppm is 10 times the EPA limit for Arsenic).
How about alcohol in your blood? 800 ppm is the legal limit to drive (0.08% BAC).

Likewise, this "small" amount of CO2 in the atmosphere plays a significant role in the absorption of radiation in the infrared part of the spectrum. As you correctly pointed out, this percentage has changed tremendously over a short period of time. That is the key part of what's happening with the climate. It generally takes millions of years for changes like this to occur, and we have had these changes in the course of a few decades.
