They could, but then games would be more dependent on judgement calls
With replay, etc. the trend in almost all sports is toward more objective calls and less judgement by the refs. How much flopping around is too much? Roll over 2 ,3, 4 times?
It'll never happen, but I wish soccer would call more fouls (including flopping) and institute hockey type rules - after so many fouls on one man, he's out for a while and a team is down a man for 3 minutes, then 5, then red carded, or something similar. Make it affect the game - but not immediately and as drastic as a PK or being a man down for rest of game.
