Also learned about the tree belonging to other people thing

Again, depends on the state but....

In Iowa and most of the midwest at least, the property owner of the property where the tree falls is responsible for their damage unless they have legally notified the property owner where the tree resides that the tree is a danger, also requires the tree be certified as a hazard through a formal process. Tree that fell on my patio wall was on city property, I had to pay for removal from my property.
