You'd need to prove that your neighbor was negligent.


If you put your neighbor on notice that the tree was hazardous (in writing) the neighbor ignored your notice, and that tree fell on your property during normal weather (not 50mph winds etc) then you may have a claim against your neighbor. Otherwise....most likely not.
