You have the steps pretty much down


1. Do not underestimate how hard it is to level ground. Sand is easiest to level and is the most stable but has no organic matter so you will have to add all that yourself. Topsoil has plenty of loam but is going to be the least stable as a leveling agent. Unless you have big holes from decomposing matter under the surface leveling is kind of a moving target with frost heave, erosion, etc. constantly at work, day and night, 365 days a year

2. Remember to add the removal of sticks, bark, chunks of clay, etc. as a step if you level with topsoil

3. I would not aerate AND add topsoil. Either aerate and add sand or put your topsoil down, seed, then aerate next year without adding filler

4. Use starter fertlizer

I think the rest is a good path to success. Most people fail at the watering part. If daytime temps are sunny and in the 80s you will be watering three times a day. Heaven help you if it's breezy.

You have to add enough water and do it in the right way so that you don't have concentrated flow moving away your soil and seed. If you have a traditional lawn sprinkler that means making sure your hose o rings are in good shape, no drips, etc. If you have irrigation that means checking your sprinkler patterns, watching for excess water from the weep holes, checking for excessive overlap.

Get seed to soil contact, make sure there is plenty of food for the seedlings, and stay off it until it's 6 inches tall. After the first mow you can go back and reseed the thin areas with some seed and mulch (sand, topsoil, peat moss, etc.)

It's not a normal thing to have perfect green grass so remember that 90% effort gets 90% results
