I still think it is well within both the retailer's and consumer's power
to cut WAY down on plastic bags.
If I am just getting a couple of items that I was able to bring to the register without a cart, I tell them not to bag it.
Ask your grocery clerk to put things in the fewest bags possible. There is no plausible reason for $40 worth of groceries to need twelve bags. It will fit in three, maybe four.
As a bonus, I live in walking distance to a grocery store. I bought a folding cart and take it with me to the store. At checkout, I tell them to skip bagging and I pile it all in my cart. Then I can roll it all the way home, in the door, and into the kitchen. I've found it not only saves bags, but it skips the whole process of loading things in the car, then unloading the car once you get home.
Reducing how many bags you use works a whole lot better than recycling them does.
