ND in full doesn't make much difference. Only talking 3 football games.
For all intents and purposes Notre Dame is already in with the 5 games for the most part. Adding the other 3 only nets the ACC an average of 1.5 games because the ND home games are paid for via NBC. We can't get any more from the other ND sports. They too are already in.
What ND joining allows the ACC to do is add #16, which would add revenue if done right. The limbo status is a psychological situation of incomplete.
To get more revenue, the ACC has to capture more markets, and that's why I think Texas would be of interest as a large market with lots of football interest. The league has to first decide if it wants to pass 16 and go to 20 members. Then we'd have to be careful not to add duds like Rutgers, but to add contributors.
