The ACC might agree to a deal if it is desperate enough
or thinks it is desperate enough.
Plus, the ACC may feel like it doesn't have a choice if it wants to add Texas and Notre Dame is unwilling to join as a full member. Remember the bylaws state in order for the ACC to continue holding a conference championship game in football, then both divisions will need to play a round robin division schedule. Complying with that bylaw could become problematic with 15 football members because a division with 7 and a division with 8 can't play a round robin division schedule and everyone plays the same total number of conference games. The math doesn't work just like what the MAC experienced when it briefly had 13 football members. If the ACC expands to 16 football members, then it could face scheduling issues for the other sports because the ACC could have 17 participating members in the sport. It could require the ACC to add another non-football member to bring the total membership up to 18 which still may not solve the scheduling problem for the other sports. For example, the ACC may not be able to continue playing a 20 game conference schedule in basketball with 18 members because the ACC can't come up with a model that will cleanly assign the 3 second games (assuming everyone plays each other 1 time for 17 games) for all 18 members.
