unless I was sure I actually understood the sport, its development and its fit within the VT athletic department pretty well. I think the questions you have asked are valid questions but, indicate you have at best a surface understanding of the sport. I would say the program is still in the development stage and resides in the toughest women's lacrosse conference in the country which makes the climb even more challenging. I would also say that the last year and some challenges explained very well by @OldLineHokie above further delayed growth. I would also say that the program's fit in the overall athletic department roster of sports and satisfying regulatory compliance are considerations in evaluating its performance and goals.
