I believe the state of CT paid for the entire construction project


because it was trying to lure the NE Patriots away from MA. Plus, I think the state planned to use the stadium to host soccer games (i.e. MLS, World Cup, and club/international friendlies), rugby matches, lacrosse matches, and concerts. Basically, UConn got a brand new stadium for free and now they are "stuck" using the stadium until the state has at least recouped the money (taxpayer and private donations) that was invested in the project. Then again, I am not sure UConn has any available land on campus or any available land around Storrs to purchase to build a new stadium (assuming UConn could get out of its deal with the state of CT).
