Correct. The stadium was built for the NE Patriots


The land the stadium is on was donated by Pratt & Whitney, whose headquarters is also on the land in West Hartford. But right during its construction, the NE Patriots got the green light for another stadium in Foxboro, MA. So they didn't move.

UConn was a plan B element of the stadium, and the size of it was downsized to 40K once NE Patriots turned the opportunity down. I think that's when UConn decided to go for it and upgrade to FBS negotiating with the Big East to kick Temple out. This is how I remember it. I was doing consulting work for P&W at the time and remember seeing the stadium being constructed out in a field near the P&W parking lot.
