The only way to view the total silence about annual payments ...

... is to presume the payments for the 1st 3 years was horribly south of what had been expected.

There is no doubt in my mind if the payout for the 1st 3 years met or exceeded what had been projected in the early days, the idiot in charge of the ACC, Swofford, would have been screaming at the top of his lungs.
