Last year, only Oklahoma State, Nebraska, and Rutgers qualified 10 wrestlers for the tournament and they finished 2nd, 8th and 15th respectively. And of those, only Okie Lite was considered a contender for the title going in. I think having 7 to 9 wrestlers in the tournament, having most of them contend for AA honors, and having as many bonus point threats as possible is more important than just having a warm body in every weight class.
