I do believe the vast majority of people within the ACC Family

were on board with the idea. It just wouldn't surprise me if there was at least 1 person, who wasn't completely sold on the idea. Keep in mind just because someone may not be 100% sold on the idea doesn't automatically mean they will vote against the idea (if that individual has a vote).

I have been in quite a few business meetings where someone may not completely agree with a proposed idea, but will go along with it because the majority of the group wants to give it a try or it isn't worth to delay implementation by continuing to object to it. Since the ACC was making a business decision, then I don't see why the ACC couldn't be any different than one of those business meetings I attended (at least behind closed doors). Publicly I would expect the ACC to present a unified front and say all the "right things" because nothing good can come from publicly expressing objections to the ACC's deal with Notre Dame.
