Since conferences are not going to give up their CCGs


there really won't be "at-large" teams. The Quarterfinal Round will look like this: (assuming no more Big XII)

Clemson vs. VT (aka ACC CCG)
Alabama vs. UGA (aka SEC CCG)
Ohio St vs. Neb (aka Big Ten CCG)
UDub vs. USC (aka Pac-12 CCG)

The winners of those 4 games will then be seeded for the semi-finals to have 1v4 and 2v3 match-ups. If the Big XII still exists, then they won't expand to 8 teams (goes back to not giving up CCG) and they will keep with the status quo.

Now if the Presidents decide to add 1 more game to the season, then things get interesting. Assuming the current FBS still exists, then the G5s may need to have an automatic bid to the Playoffs (highest ranked team) and an automatic bid to a New Year's Day Six bowl game (second highest ranked team) to appease antitrust laws. That would leave 2 at-large spots which could include Notre Dame. If Notre Dame has a special provision, then Notre Dame could have a quasi-automatic bid which would leave the at-large spot down to 1.

I don't believe any power conference wants to go down this rabbit hole because it could mean all FBS conference receive an automatic bid to the Playoff which expands it to minimum of 10 teams. So even if the Presidents are onboard with adding 1-2 more games, I don't believe they will want to open up that can of worms. Which takes us right back to using the CCGs as the Quarterfinal Round probably being the only viable option.
