Keep in mind the 1992-1994 seasons were under the Bowl Coalition

and 1995-1998 were under the Bowl Alliance. During that time the Big Ten, Pac-10, Rose Bowl, and mid-majors were not participants in either organization. Also, the 1996-1997 Bowl Alliance Championship Game was a regular season re-match between UF and FSU.

Now I do think you are right that ESPN may be partially to blame for the rise of the SEC dominance. Then again, the BCA did limit the representation of the 3 games to 1 team per conference. The Bowl Coalition games were televised by ABC and NBC. While the Bowl Alliance games were televised by ABC and CBS. Even if ESPN didn't become so powerful, it is possible that 1 conference could have still rose to dominance like what we are seeing with the SEC especially when factoring in conference realignment.
