Because people have been fooled into thinking it's a good thing.

Look at all the hubbabaloo over the changes in the tax code. Most people aren't actually paying more in taxes, but because the tax code is over complicated most people don't understand it and think they're getting screwed because their refund isn't as big as previous year.

Simplify the tax code, do away with paycheck withholding and force people to actually write a check to the government at least every quarter.
