Define rely. Refunds are based off a formula which hadn't really changed


for years. Even as the tax code changed, the withholding tables were updated so that the size of your refund didn't change a whole lot. Then, without much notice (should the average person be expected to read the new tax code and it's impact on their withholding?) in fact mostly notice to the contrary, it changed.

Shame on people who relied on it; but a lot less shame on people who expected it but are otherwise financially sound.
