If they do, then it is likely to go bad because they believe their god is on their side. If not and they just use it to control the masses, then they are like the Soviets and won't escalate it because they don't want to die.

I've always felt the best deterrent to a nuclear terrorist attack is a back channel conversation that says that in the event of a nuclear attack, 3 capitals in the Middle East will be nuked. That should help keep those that control the money behind the terrorists in line.... Self preservation is a strong deterrent.
