...but my suggestion is to figure out a way for the commercial paper supply chain to sell direct to individuals via the internet. It sounds like ramping up production of residential paper isn't really an easy thing to do, so shifting the vastly-unused supply of commercial paper to residential customers seems like the easiest fix to me. Amazon would probably be the easiest platform to use. Manufacturers could sell to Amazon, who could then handle everything from there.

But I'm sure I'm over simplifying the distribution process. I'm sure lining up trucking/freight is complicated, and I don't even know if reinventing the supply chain is feasible. Do distribution rights prevent that?

Maybe the simplest solution is for local janitorial companies to sell their commercial paper online. That way you'd only only need "last mile" delivery.
