I think you have to allow the end businesses to sell the product. Restaurants in my area are giving away (they can't sell) a roll of TP with your order. This is to induce people to purchase from them at this time. I don't know why they can't just sell TP outright, but they can't. Allow vendors to mark up the commercial products to above consumer prices so they can somehow attempt to stay afloat.
