rebound soon, so they don't want to get caught running three shifts when the hoarders start working down their stashes and demand drops off the cliff.

I would guess they're running longer "runs" at the factory but not really at panic mode, don't need warehouses now because presumably those empty store shelves can absorb the production runs.
