then they will make more money.

I'll stop here because I'm not an expert on how they run things. As suggested by someone else here stores should have simply started charging more for tp. This would have changed the equation for the hoarders making it more expensive to hoard and perhaps paradoxically made tp less expensive (including the cost of not having any at all) over a longer period of time. Course that would have lead to charges of gouging which again paradoxically a little bad behavoir would have been good over a longer run of time.
