I have no doubt that what you say about the manufacturing of TP being maxed, but you also clearly point out demand skyrocketed because more people working from home...this in turn led to hoarding and panic-buying which hasn't seemed to really let off much. Demand has increased, demand can't be met by supply, supply can't easily be increased to try to catch up to demand, thus stock can't be replenished and put on shelves. That's pretty much a supply chain issue. The old supply chain doesn't work for current market.

And has you pointed out on the commercial side, demand has decreased, overabundance of supply with nowhere for it to go right now. And it being a different supply chain than residential, not easy to just switch over.
