Outside of NYC, no healthcare system has been overwhelmed to date.
I think mask usage, even though only marginally adopted by the populace, is going to help slow the spread to manageable rate. I think the goal should be a slow burn to herd immunity, with a close eye on hospitalizations. If things start to look bad, then tighten up restrictions a bit for a short while. I'm fine with brief, strategic pullbacks, and I think the general population will cooperate if told the reasoning and specific start and end dates. I believe most people are rule followers when they feel that there is a plan in place. If it becomes clear there is no plan, or even any basic reasoning behind the rules, then that is when they will start to buck the system.
