Simple, do what a county in Georgia is doing
sister-in-law lives there. They are giving the students two choices, full-time in-person or full-time virtual. They are then taking the teachers who don't want to do any in-person to do the virtual classes.
Let me ask you this, does coronavirus not work on Tues/Thurs? Do we really think by reducing class sizes and only going part-time reduces risk when I have to find other care for the kids during the other days? I don't think so.
The best way would be to have full time in-person, follow protocols set forth by CDC, etc. e.g. separation, masks, temperature taking, questionnaire about sense of taste smell, etc. before each day.
Otherwise let's just SIP until it completely goes away, this quasi stuff is not doing anything imo. It is all "theater" to make us feel like we are doing something.
