No, this isn't even close to the same.
Summer care is easy - you pay someone to watch your kids. You don't have to worry about making sure the kids are doing schoolwork during the summer - you just have to make sure they're cared for and safe. At-home schooling is an entirely different situation.
There is going to have to be some serious creation of "day care" options that provide kids access to computers and assistance in order to prevent at least one parent per household from being at home 2-3 days a week. Pretending this is the same as an extended summer is not even close to an accurate assessment. I'm wrapping up a 4-month stint of working from home with a second-grader, so I feel I am about as credible a source as anyone.
