It was clearly stated when states started re-opening that cases would rise


It is a highly contagious virus - anyone who thought cases wouldn't rise was not being realistic or good at math, especially when testing has risen more than 1000% in the last few months. However, as long as hospitals can handle it (and 95% of the Country is still fine in that regard) then we achieved our goal. Vulnerable population is isolated - nursing homes are locked down. Many of the positive cases are asymptomatic and mortality rate is still decreasing almost everywhere.
