Shutting down early seems to align more with later spikes than weather

Iowa is a perfect example. Almost no cases and shut down with everyone else in March. Was one of the first to re-open and had a spike, nothing has changed in people's behavior since the spike started and the numbers have dropped.

North East is really NY/NJ/CT (the NYC blob) plus Boston. Population densities plus huge comings and goings from China. They got it first in large numbers and the high density spread it fast.
