Unfortunately that will not address the primary issue, which is...

...the cost of attending universities is way too expensive.

Although the cost of attending community college has risen, it's still a very cost effective way to accumulate college courses. If you make that "free," not only will others have to pay for it, you're not addressing the main issue. Why doesn't government ask colleges why their prices have skyrocketed, and how they can reduce the cost for students?
