I had some success going through my state delegate

a few years ago when trying to get the title to my truck. The clerk told me I had to do what she says and didn't care what the law said. That may have been what escalated it up to the DMV commissioner but he was calling me within 24 hours to get it resolved. Worth a shot before seeking an attorney.
