Probably rental company fishing

Say your name is John Williams. Someone named John Williams rented a car and never returned it or wrecked it and they never found the person.

For someone to have rented a car in your name in 2019 would mean they needed a driver's license in your name which means someone did a hell of a job stealing your identity. The car would be the least of your problems as they probably got unsecured credit(cards, personal loans) in your name.

I would call DMV and look at your credit report. If you find no malfeasance, then this is an a-hole at rental company fishing. If this is fishing, I would yell at them.
