According to hokiesports.com, it appears it was more common


for the OOC game to be played once per season than twice per season. Also, 1983 was the last time the 2 schools played 2 OOC games in the same season.

Like I said before, those are likely the issues that matter most to Army and Navy. They may even explain Army's and Navy's position on the issue (if we cross that bridge at some point in the future). Even if the ACC or Big Ten are able to convince Army and Navy to join the same conference in football, both schools may still prefer to keep their remaining sports in the Patriot League.
