How do you figure the Alliance "can control the division rules?"

Remember it is only 3 conferences out of 10 conferences (if you are talking just DI-FBS) or 24 conferences (if you are talking DI-FBS and DI-FCS)? If you are talking the entire DI, then you are talking about 36 conferences. Even if each school is given 1 vote on an issue, then the Alliance is still in the minority whether you are comparing it to just DI-FBS, DI football (FBS & FCS), or the entire DI.
