FWIW if you go to the College Football Playoff website and click on

the "Governance" tab, then you will see 2 committees referenced. Those committees basically have the decision making power within the CFP LLC. Also, it is worth noting that each FBS conference has 1 representative on each committee. I believe Notre Dame has 1 representative as well. My point with this information is that those 11 reps have the decision making power. Instead of thinking all 134 schools have to agree, only the 11 reps have to agree on a proposal to pass it.
