The re-org may be dysfunctional simply because the schools


decide to partially re-org one way which will have a direct impact on football, basketball, and the more popular non-revenue sports. While doing a completely different re-org for the remaining non-revenue sports. For a school like Notre Dame, it could find itself in the top group for football, basketball, baseball, and softball. However, ice hockey and the rest of Notre Dame's sports in the lower group because the rest of the power conferences don't want to sponsor those sports. If that ends up being the case, then it could be interesting see how the power conference schools (and their fans) that are in both groups handle the split. Basically what I mean is that the top group (or DI) decides to not sponsor all the sports, so for some sports (i.e. ice hockey, lacrosse, field hockey, water polo, etc.), DII would be considered the highest level in that sport.
