That is one possible way of setting it up.
Another one that could work with a 9 game schedule is this one. You would play your POD, play a designated rival for each of the three other PODS, and rotate annually through the other three PODS. So there would be 6 that you always play and rotate the other three annually similar to what we do now.
POD A: Syracuse, Boston College, Miami, Pittsburgh
POD B: Virginia, Virginia Tech, Louisville, Georgia Tech
POD C: UNC, NC State, Wake Forest, Duke
POD D: Navy, Clemson, Florida State, West Virginia
You would play your row and your column every year. You would then rotate through the PODS for the remaining 3 games. Notre Dame would remain as it is with the 5 annual games. Navy would be football only. The ND-Navy game would become the ACC's 6th ND game and be allowed annually.
The only rivalry I see broken here with this arrangement is Clemson-Georgia Tech, and we would restore the Backyard Brawl. VT would pick up NC State and Clemson which some on here seem interested in having. We could move interchange VT and GT to possibly fix that and put VT with WVU.
