If the Pac-16 had added those 6 schools

then it is probably unlikely the SEC would have invited Missouri to join the conference. I say probably because it would depend on if the SEC could find a school to join the East Division. The likely candidates would have probably been VT, NC State, and maybe WVU. The (VT) administration at the time probably would have turned down any invitation from the SEC (if it had even gotten that far). NC State may have been a wild card in all of this because it could have seen an offer for the school to escape from the shadows of UNC. I am unsure if the SEC would have any interest in WVU. If the SEC had any interest in WVU, then it probably would have been a package deal with VT or maybe Pitt.

The Big Ten would still have no interest in adding Missouri, Iowa State, Kansas, and Kansas State. The MWC may have been interested in adding Kansas, Kansas State, and Missouri so it could get to 12. However, it may have been willing to 5 so it could get to 14 in order for the divisions to look like this:

East: Kansas, Kansas St, Missouri, TCU, New Mexico, UTEP (Houston?), and SMU (Baylor?)
West: Wyoming, Air Force, Colorado St, BYU, Utah, UNLV, and San Diego St

Iowa St probably would have been forced to join either C-USA or the MAC. Although it probably could try being an FBS Independent in football and a member of the Missouri Valley in all other sports. I am not sure if the ACC and/or Big Ten would have moved quickly or wait to see how a couple more pieces fall before making their move. It may have depended on what decisions the SEC made at the time.

The WAC would have probably remained at 8 members, but may have expanded to 9 (if MWC didn't add UTEP) or even decided to add 4 TX schools so it could expand to 12.

East: Utah St, New Mexico St, North Texas (UTEP?), Tulsa, and 2 from the group not picked by MWC
West: Nevada, Boise St, Idaho, San Jose St, Fresno St, and Hawai'i

I don't think the MAC would have changed any. I do think the Big East, Conference USA, and Sun Belt would have changed. If the Big East/AAC decided to expand, then it would have picked from C-USA. C-USA would in turn have picked from the Sun Belt. The Sun Belt would have in turned picked from D-IAA conferences.
