I agree with part of what you are saying. ACC leadership (?) sucks.

For the most part the ACC has succeeded in-spite of Swofford and Co.

However, the money the Big12 makes per school is more by accident. They go lucky. Big 12 had just signed a contract for a conference that included Colorado, aTm, Nebraska, and Missouri.

When they left, the conference was just about to fall apart. However, the network partners agreed to honor the original contract, including paying for a non existent championship game in order to stabilize the dying conference. That plus Texas still wanting the Big12 to exist saved it, for a while at least. Add to this the fact the new schools were forced to take a lesser share for a number of years also helped the payout of the old Big12 teams.

So the larger payout for Big12 teams is more luck than anything.

However, the fact that the ACC gets so little can be laid directly at the feet of Swofford and Co. And the deal with Raycom is sickening at best.
