In a Playoff System --- Pretenders are quickly rooted out
Endurance and Peaking at the Right Time come into play. We see it in the NFL and even more clearly in the NCAA Basketball Tournament (which by the way has too much human error too), yet no one doubts the validity of the champions. They earned it on the field of play.
What I am suggesting is a constant move toward such a dynamic.
A Power 4 fits more nicely than a Power 5.
More league play means better value of competition in theory.
More Power 4 intra league play adds weight to your arguments.
There is still a need to support FCS schools and Non-Power 4 in ever State so put a couple at the beginning of the season instead of freebies at the end (ala SEC-style).
I don't know if the number will be 16 or 20 or something else, but I think The ACC is proving itself to be on the Right Track on the Academic / Athletic Balance.
I wouldn't be surprised at all to see the mighty SEC trying figure out the balance at last.
