It depends on their actual job duties.
Lots of companies try and get around this with titles and other strategies. With the exception of a very limited number of positions, it usually comes down to a duties test. Even managers may not qualify as exempt if their duties don't meet the standard. But because it is so nebulous it always comes down to a case by case determination after a complaint, which is why companies risk it.
