Auto insurance question

My 18 year old blew up the engine on his car and neither of us has the money to fix it. So I'm taking him and the car off my car insurance policy, but they're asking for proof that he has other insurance. Is this a normal thing? Are they somehow in the business of policing whether someone is covered? And on a related note, if the kid drives one of my other cars that's still on the policy every now and then and gets in a wreck, that's covered even though he's not specifically on the policy, right?
