Did you turn in the tag? If so then no insurance is needed

since no tag on the car. The only reason the insurance company would ask if there was a loan on the car IMO, no idea why they would ask otherwise.

For the second question you would need to ask, in most cases the insurance is on the car not the driver so if your friend drives your car and is at fault your car insurance still covers it. The confusion comes if you are driving a rental car as some policies do not cover that since it is not listed on the policy. Some cover any vehicle.
